OBJECTIVE OF THE POSITION:
Under the management of the Support Services Coordinator North (SSC North), the HR Manager will ensure the timely follow-up and management of Human Resources policies, procedures, tasks and tools.
Line manager: Support Services Coordinator
Line manager + 1: Area Coordinator
In close collaboration with: Finance Manager, Logistics Manager, Bases Administrators
- Implementation and training on HI HR policies
- Ensure the implementation and the knowledge of all HI HR policies at the Hub level.
- In collaboration with the Coordination, prepare or update presentations explaining HI HR policies.
- Organize presentation sessions / training to present the HI HR policies to all staff, in collaboration with the Admin at the bases and HR Officer.
- Coordinate and follow-up of the recruitment processes
- Ensure a timely and completed recruitment process for the North Hub (timeline respected, all required documents provided), from the HR Request to the Induction of the new comers.
- Make sure the recruitment process is well known by all departments (training refresh to organize).
- Participate in interviews as requested
- Ensure appropriate induction to all new employees on HR regulations and procedures.
- Coordinate the Induction Plan of new comers with all departments concerned and Syria Coordination Team.
- Ensure timely and accurate follow-up and update of HR files (employees and partners)
- In collaboration with the HR Officer and the Admin Officers at the Bases, ensure all employees’ files for the North Hub are up to date, include all required documents as per Legal requirements and HI HR internal policies, and available for consultation.
- Develop and implement a check list for employees file.
- Ensure all documents part of the personal files are up to date (contract and amendment, JD, personal information…)
- Make sure the partners employees files are up to date and support the admins at the bases in case of any HR issue at the partner level.
- Ensure timely and accurate HR Database
- Make sure the HR databases of all North Bases are updated on a monthly basis
- Check the HR database and all related documents on a monthly basis (Leave, attendance, overtime...).
- Ensure the HR Databases are correct and fix the issues if any.
- Participate to the training on HR Databases.
- Ensure the proper calculation of legal obligations and their payment (Social Security and Income Tax).
- Make sure the Health Insurance is well managed and up to date for all national employees in Jordan.
- Focal point for Appraisal process and elaboration of the training plan for the Hub
- According to the internal regulations and Terms & conditions of engagement and in close coordination with Base admins, Support Service Coordinator North, ensure national employees’ appraisals are conducted regularly and appropriately and follow-up on employees’ professional evolution as necessary.
- Ensure the appraisals are compiled and archived according to HI archiving policies and procedures.
- Organize training / presentation explaining the appraisal process and tools.
- Compile and consolidate training needs and prepare/follow-up training plans, based on the appraisals.
- In collaboration with the Support Service Coordinator North and the Coordination, investigate options and alternatives for training.
- Once validated, ensure the trainings are well organize, and compile all documents related to the training (presentation, brochure, exercises…)
- Act as a focal point for disciplinary procedures
- According to the internal regulations and Terms & conditions of engagement and in close coordination with line managers, ensure that disciplinary procedures are respected and applied.
- Ensure disciplinary procedures are well compiled and archived.
- HR support to field bases
- In support to the HR Officer, provide any support as necessary to the field base in regards to the staff and/or partner staff HR management and/or issues
- Provide trainings as necessary to field staff on HR management
- Act as a focal point for staff care and concerns
- Ensure staff are aware of staff care resources
- Handle staff concerns with respect and confidentiality
- Participate upon request, in the settlement of disputes or issues related to personnel management in collaboration with the Administrative Coordinator

Under the responsibility of the Security, Context and Access Advisor, the Security and Context Manager will be in charge of following-up, analyzing and reporting on the security and humanitarian contexts in Syria. S/he will be in charge of supporting the operational hubs in analyzing their risks, defining and applying mitigation measures, managing their security; and will be responsible for providing regular context and security reports and briefings.
Duties and Responsibilities
Responsibility 1: Context analysis / follow up
Activities:
- Define / revise / adapt HI’s tools for context assessments, security indicator follow up and security/context reporting.
- Perform regular qualitative follow up of the political, military and security context in Syria
- Perform regular quantitative analysis of the security incidents and trends (through internal and external data)
- Support the Security, Context and Access Advisor and hubs for the analysis of local stakeholders, power dynamics, ethno-confessional factors, acceptance factors, and other relevant political, social and cultural issues.
Responsibility 2: Security and safety management
Activities:
- At as a Security Focal Person for Syria mission staff in Jordan.
- Support the hubs in the elaboration / revision of security documents (risk analyses, security plans, security and safety standard operating procedures (SOPs), etc.)
- Conduct field visits to the hubs to support with the implementation of security and safety procedures.
- Perform regular in-depth reviews (at least every 6 months) of the security setup in each hub
- Provide context and security briefings to new coordination team staff.
- Support in providing ad hoc training on specific security and/or safety issues to relevant staff (when needed)
- Upload the security incident reports in the designated online platform.
- Provide security follow-up for staff travelling and visiting the field
- Support the organisation of assessment visits in security-sensitive areas (networking, road analysis, preparation of roadmaps, etc.).
- Participate to assessment visits and/or act as security backup.
- Compile and capitalise all relevant security documents and incidents reports.
Responsibility 3: Representation and coordination
Activities:
- Maintain / expand HI’s network of contacts with relevant staff of INGOs specialized in analysis and security (INSO, MC/HAT , etc.) and with security referents of other INGOs.
Responsibility 4: Risk Management
Activities:
- Support the regular analysis of risks for the hubs and the overall mission (security, safety, confidentiality, etc.)
- Support the implementation of mitigation measures for the identified risks.
Responsibility 5: Reporting
Activities:
- Prepare the context and security section of the monthly situation report (SitRep)
- Prepare ad hoc reports / briefings on security, context or access issues (including maps)
- Contribute to the preparation of security incident reports
- Deliver a mission report and/or handover document at the end of your contract
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
REQUIREMENTS
Education and experience:
- A Bachelor degree in Political Sciences, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject, is mandatory. A Master’s degree in any of these fields is a strong asset.
- At least 5 years of professional experience in security management and/or context analysis in conflict contexts, preferably with humanitarian INGOs.
- Proven experience in producing quality reports and documents, including maps
- Experience in providing professional briefings and trainings is a strong asset
Professional & Personal skills:
- Proficient with IT tools and programs (Microsoft office, Skype, Google Earth, etc.)
- Familiar with the use of internet, including browsing and social media (Facebook, twitter, etc.)
- Sound understanding of the main political, social, and cultural aspects of the Syrian context
- Effective communication, analytical and problem solving skills
- Ability to work under high pressure, in a flexible way, with a great level of autonomy
Language:
- Fluency in Arabic and English (both oral and written) are mandatory. successful in this role you must have:
