1- Finance Officer - Zaatari
Team Purpose:
- People in deepest poverty are able to exercise their rights to be healthy, educated and secure and

- To ensure effective financial management and reporting within Jordan programme.
JOB PURPOSE:
To be responsible and accountable for the day-to-day operation related to a defined accounting area. The
post holder will do cash distribution to beneficiaries and will also take part in recycling sale in the Zatari
camp. The post holder will ensure timely and accurately processing of programme and admin payments,
complying to organisational policies and procedures, donor specific regulations, as well as in local laws and
statutory audit. The post holder is responsible for preparation of projects monthly financial reports related to
the Camp and communication to relevant programme managers of monthly results.
Job Purpose - Key Responsibilities and Accountabilities
KEY RESPONSIBILITIES: Financial Management and reporting
- Coordinate with programme re cash distribution (2-3 days a week) and recycling sale (periodically)
- Provide timely and accurate reconciliation of cash distribution and recycling sale
- Provide reports to the FM and Programme Coordinators/Managers on the status of beneficiary and other finance related issues in the Camp
- Prepare project budgets monitoring and submit to relevant PMs monthly.
- Preparing donors reports & submit them to Finance Manager for review & approval.
- Update budget on Oxfam GB program software (OPAL).
- If & when needed, responsible for timely disbursement (cash and Bank) of grant payments for partners.
- Maintain of cash books and upload monthly accounts into PeopleSoft as per set up deadlines
- Coordinate with relevant programme staff on preparation of monthly cash forecast to Oxford
- Prepare monthly accounts for submission and ensure that they are properly authorised.
- Prepare information required by auditors.
- Process staff payroll
- Assist the FM in preparing the yearly country budgets.
- Revise, audit, and process all the payments assuring it includes all the supporting doc’s: invoices,receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorisation and submitting the documents to the FM for review & approval and insuring that allsupporting documents are appropriately filed.
- To ensure that Oxfam financial procedures are followed
- Coordinate with Logistics to ensure that fixed asset registers A, B, & C are regularly up to date.
- If & When needed follow up with Oxfam GB stakeholder like MOF, MOI, Banks....
- Maintain the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts.
- Month end reconciliation of bank/cash accounts
- To ensure all records are filed in an orderly and accessible manner
- Provide support to project partners in maintaining books of account and other reporting requirementsthrough periodic visits, training, communications, etc.
- If & when needed, regular partners visit for reviewing the supporting documents of the financial reportsand end stamping them.
- If and when needed, conduct audits of partner projects and assist external projects auditing
- Any other responsibility or task that may be assigned by your line manager.
- Provide support in terms of payments and other financial issues and reporting to the Regional Platformand other Affiliates (process payments, do journals, reporting)
- Timely approval of RO (request orders) in HELIOS and regular clearing of HELIOS accruals/purchaseorders

2- DONOR ACCOUNTANT

KEY RESPONSIBILITIES: To work closely with Finance Manager to ensure that the Jordan Programmeoffice maintains a high standard of accounting and financial control and to be responsible for the efficientmanagement of all finances.Donor reports, Audits and budgets:• Assist programme managers and officers prepare project budgets and proposals, Provide programmewith advice and on donor regulation and proper donor budget format.• Provide coaching and training on donor grant requirements as needed.• Prepare monthly budget variance report in donor format and currency and discus the same with budgetholders to take correction action.• During the monthly finance report meeting discusses with project managers reasons for budget variancesand implements actions to correct them,• Prepare MFR meetings minutes and follow up progress on action points.• In consultation with the Finance officers and programme staff review partner’s financial reports.• Coordinate with country office funding team and closely monitor CRIMSON ledger.• In prepares donor financial reports for review by management and submission to the donors.• Ensures all financial reports being submitted are timely, complete and accurate.• Provides information to funding team, on financial transactions and other queries.• Provide input and analysis required by programme managers and officers to monitor and report onfinancial activities of their projects.• In consultation with Opal Administrator, monitor and debtors account to ensure all outstanding donors andother income is received and recorded appropriately.• Assist the Grants Accountant in contracts reconciliations and closure of the same.• Reconciliation of project account monthly and ensure appropriate action is taken by respective staff.• Liaise with Logs, HR, and finance to ensure donor compliance.• Capacity builds and advises programme officers and managers on financial compliance requirements.• Files all grant agreements, reports and correspondence for the project/contract through OPAL andCRIMSON ledger as well as in hard copy.• Facilities all audits: Donor and statutory and follows through on effective and timely resolution of mattersarising.• Ensures auditors get all financial information they need.• Any other responsibility or task that may be assigned by your line manager.

KEY RESPONSIBILITIES: To be capable of supporting our partners with financial planning and monitoring
in line with Oxfam and donor reporting requirements:• Liaise with programme on the development and maintaining of partner financial requirement andmanagement.• Assess partner's financial capability, and assist programme on capacity building plan and implementation• Check grant payment request ensuring compliance to agreed condition of payment.• Provide capacity building support to the partner re partner financial management.• Assist programme on capacity building to partners on financial system and control in compliance to OGBand donor requirements.• Ensure financial compliance through audit check of finance reports from partner and provide writtenreports• Ensure financial compliance through audit check of finance reports from partner NGOs and providewritten feedback to relevant programme Coordinators/Officer• In coordination with FM share responsibility of preparation of Monthly financial report on monthly basiswithin given deadlines• Ensure compliance of programme staff on grant monitoring, balances and closure of grants.• To make regular field visits and liaise with Oxfam’s partners/beneficiaries and prepare and file visit report• Conduct regular audits of projects and partners.• Check details of partner reports, chase reports, prepare reports and to be ensure that report from partnercan be presented to the donor within Oxfam’s report to donor• Working closely with FM, programme staff and funding on donor reporting, responsible for accuracy ofpartner’s financial reports as a part of consolidated report• Perform audit of partner financial to ensure financial management systems and reports of partners are ofthe required standard.• Responsible for safe keeping of all records received from partner (invoices, reports…)• To be link and coordinate financial issues between programme, partners and Oxfam finance• Communicates frequently with programme and line manager to ensure that all those who need to shareinformation are well informed.• Share responsibility with other members of finance team of review and audit of all the payment requests,assuring it includes the entire supporting doc’s: invoices, receipts, proof of payment, procurement doc’s,and or contracts, etc..
