REGIONAL MONITORING EVALUATION AND LEARNING SPECIALIST

Job description

CARE is a leading international non-governmental organization (NGO) fighting global poverty through humanitarian relief and long-term development initiatives, with a specific focus on promoting gender equality, particularly promoting women’s and girls’ rights. As part of its CARE 2020 Program Strategy, CARE is increasingly seeking to multiply impact at all levels including through scaling up innovative solutions and accelerating evidence-informed advocacy at regional and national levels. In the Middle East and North Africa region (MENA), CARE’s efforts are guided by a Social and Gender Justice Framework which prioritizes addressing gender-based violence (GBV), women and youth’s economic empowerment, and humanitarian response.

CARE is seeking a talented individual to take on the position of Regional Monitoring, Evaluation, and Learning (MEL) Specialist. This position is designed to improve impact measurement approaches, analyses data to prepare annual impact reports, and guide critical new research required to inform advocacy positions. This post-holder will be required to work in close collaboration with COs in the region especially those engaged with innovative programming.

The selected candidate must have advanced skills in M&E methodologies and demonstrated experience in research and learning. The candidate must know how to design, review, and validate evidence from CARE programming so that it can be used for further program development, impact measurement, advocacy and communications. S/he will report to the Director – Regional Impact & Change Management for MENA and play a vital role in the broader strategic, programmatic fundraising and communications work of the MENA Impact Growth Strategy for GBV Protection. Ideally, the candidate should be from the MENA region or have experience in MENA, and be willing and able to travel 30-40% of his/her time. Position is based in Amman, Jordan, in the CARE Regional Management Unit office.

Qualifications

• • Master’s degree (or a combination of Bachelors degree and relevant work experience) in research methodologies, monitoring and evaluation, statistics, development studies, international relations or gender studies.
  • 5 years work experience in program design, M&E, and/or knowledge management in a large international organization or NGO
  • Knowledge of statistics and research methodologies including sampling and use of software for analysis
  • Sound understanding of a variety of qualitative and quantitative research methods
  • Demonstrated computer skills in Microsoft Office Suite applications
  • Applied knowledge of indicators for measuring women’s empowerment
  • Proven success in designing, implementing, and operating M&E systems in project cycle
  • Strong verbal and written communication skills in English
  • Excellent organisational skills; ability to plan and organise work effectively, to meet tight deadlines and juggle multiple priorities
  • Strong interpersonal skills, and ability develop effective working relationships in a multicultural environment
  • Ability to work independently with minimal supervision, but also to maintain effective working relationships with colleagues who are based in various countries
