Job description
Background
Achieving and maintaining a balance between economic development and environmental management and conservation is essential for the realization of the country’s poverty reduction and long-term development goals.
Jordan is signatory to many major global environmental conventions and has started putting in place mechanisms to support their implementation. Nevertheless, being a semi-arid country with limited natural resources and growing population, Jordan is confronted with the typical problems that arise from rapid urbanizations, industrializations and depletion of resources. Furthermore, the country is totally reliant on imports to meet its household and industrial energy requirements.
The UNDP Environment, DRR And Climate Change Programme Runs a Number Of Projects In Collaboration With The Ministry Of Environment That Focus On Support To The Government Of Jordan In Relation To Mitigation And Adaptation To Climate Change, Biodiversity Conservation And Waste Management Including, But Not Limited To, The Following Projects
- Reduction and elimination of POPs and other chemical releases through implementation of environmentally sound management of E-Waste, healthcare waste and priority U-POPs release sources associated with general waste management activities
- Development of Fourth National Communication and Jordan’s Second Biennial Report on Climate Change to UNFCCC
- Improving livelihoods of Sheep owners in the Jordan Badia through Enhancing Productivity and Quality of Sheep Wool
The ultimate Objective of the National Programme Assistant is to provide all necessary support (administrative, financial, and some technical) for all projects under UNDP Environment Programme Unit based at the Ministry of Environment. The Programme Assistant will support effective delivery of the activities within the progrmme unit by administering and executing processes and transactions and supporting day-to-day projects’ implementation consistent with UNDP rules and regulations.
Duties And Responsibilities
The key role and functions of the Programme Assistant:
- Perform financial duties related to implementation of the activities for the programme
- Assist with organizing operational and administrative processes and provides support to programme unit:
- Support implementation of the programme strategies focusing on achieving the ultimate results;
- Manage the programme documentation in an appropriate and satisfactory manner;
Administrative Responsibilities
Specific tasks are as follows:
- Assist in all administrative aspects of the programme unit.
- Schedule workshops and meetings and arrange their logistics.
- Draft and type minutes of meetings and correspondence in English and/or Arabic.
- Follow-up on correspondence with relevant stakeholders, Implementing Partners, the Maintain up-to-date soft and hard filing systems.
- Support in the programme tasks as the Secretariat for the Projects` Board (calling for meetings, preparing and distributing an agenda, steering discussions, write the minutes of meetings, follow-up on decisions, keep members informed on the progress, etc.).
- Assist to develop and submit progress and financial reports to UNDP in accordance with the reporting schedule.
Financial resources management
- Contribute in the management of the Projects’ components financial resources including the preparation/updates of the projects` work and budget plans, record keeping, accounting and reporting by the key Implementing Partners; share accountability.
- Ensure total accuracy and the highest level of transparency in the management of the Projects financial resources in accordance with UNDP and national regulations and procedures
- Prepare all necessary financial reports to accompany the Projects quarterly and annual work plans and reports
Project Planning And Other Technical Tasks
- Participate fully in the process of quarterly and annual planning of the programme activities.
- In cooperation with relevant programme personnel build effective working relationships with the key partners at the local level (Local Government, community leaders, locals NGOs, the private sector, etc.)
- Work closely with co-funding partners to ensure that their activities/programmes are integrated and complementary with those of other UNDP projects
- Participate fully in the preparation and content of the Project Implementation Progress Reports
- Respond to request for reports on project administration and performance from any key stakeholders.

The National Programme Assistant (NPA) will work under the overall supervision of Environment, DRR and Climate Change programme Team Leader with possibility of delegation of authority to UNDP senior management based at the Ministry of Environment. The NPA will support the day-to-day management, coordination and supervision of the implementation of the projects. The NPA will perform his/her tasks on a full time daily basis for one year (with possibility of extension) at the projects management unit (PMU) located within the Ministry of Environment.

Required Skills And Experience
Minimum Qualifications and Experience:
Education
- College diploma degree in accounting, business administration, finance or related fields
Experience
- 4 years of relevant experience in business administration, finance or office management, preferably within the UN system or other agencies development.
- Proven ability in work plan preparation
- Proven ability in budget management
- Good working knowledge of and demonstrated ability in project management
- Good secretarial skills and good organizational capacity.
Language Requirements
Proficient in both written and oral English and Arabic
Computer Skills
Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), and accounting software.
